The third Indicative Cooperation Programme (ICP III) aims to support the Government of Mali in its efforts to reduce poverty through support for inclusive and sustainable growth and the reduction of food insecurity. The scope of activities under ICP III covers the following sectors:

  • Rural Development and Food Security (MLI/021);
  • Training and Professional Integration (MLI/022); and
  • Decentralisation and Good Governance (MLI/023).

For 20 years, the Malian government has engaged in a broad process of decentralisation and deconcentration. Important decisions regarding skills transfer from state to local authorities (LA) have been taken or are being prepared. Despite significant achievements, operational implementation does not yet correspond to the decisions and ambitions of decentralisation.

The MLI/023 programme therefore aligns national decentralisation policy, state reform and good governance, as well as national implementation systems.

In accordance with the intentions of ICP III and alignment with national policies and strategies, the general objective is to bring together, in accordance with the principles of good governance, the conditions of territorial socioeconomic development. The specific objective, meanwhile, focuses on the public sector, which should improve performance and fulfill its accountability to the rural population.

The results identified for achieving this goal include:

  • Support for land management, including strengthening land commissions, as well as the design, testing and dissemination of mechanisms and practices that enable more efficient, equitable and secure land and water management;
  • Provision of institutional and organizational support for the development, management and monitoring of strategies and policies of decentralization and deconcentration;
  • Assisting the state in programming and budgeting its support for regionalization implemented by the decentralized services;
  • Optimizing and innovating LA financing mechanisms.
