Support to the National Implementation of the ICP III

The SEN030 Programme has two components:

• Volume 1 deals with supporting national execution itsel. It cuts across the four IPC III Programmes and looks at stepping up the mechanisms of devolution of responsibilities and financial resources to the national counterpart;
• Volume 2 is more specifically devoted to strengthening national implementation in the area of ​​water and sanitation and improving governance.

Volume 1 of the Support to the National Execution Support Programme (PAEX) mainly concerns the description and implementation of the National Execution via the Consolidated Investment Budget (BCI), agreed between the Luxembourg Cooperation and the Government of Senegal. It seeks to reinforce of the tranfer mechanisms of responsibilities and resources to the national counterpart. The scope of the Programme covers capacity building of national institutions for planning, implementation monitoring and budgetary control, accounting and financial activities necessary to achieve the bilateral Sector Programmes of the ICP III.

In the area of ​​public finance management, the Government of Senegal is implementing the latest fiscal and financial reform (PRBF) approved in 2009.

It extends the efforts already undertaken to improve the management of public finances. The PRBF covers six dimensions of the performance evaluation framework for public financial management (PEFA):

• Fiscal credibility;
• Comprehensiveness and transparency;
• Budgeting based on national policies;
• Predictability and control of budget execution;
• Accounting, recording information and financial reporting;
• Monitoring and external audits.

The Western African Economic and Monetary Union (UEMOA), the European Union (EU), the International Monetary Fund (IMF), the World Bank, the African Development Bank and the French Development Agency are the main partners supporting the reform.

Volume 2

Governance in the water sector in Senegal is an important issue on national level, particularly with respect to monitoring the quality of water resources and its usage.

The challenges of the sector policies have therefore been defined into strategic orientations as follows:

• For the management of the Ministry of Water and Sanitation (MHA): capacity building for good governance, planning and monitoring / evaluation of policies and programmes;
• Water: (i) ensure an integrated and efficient management of water resources for a sustainable supply for all purposes and (ii) to promote universal access to safe drinking water through the strengthening of infrastructures to ensure the continuity of public service;
• Sanitation: promote good waste- and stormwater management.

The objective of the water and sanitation component is to contribute to building organizational and managerial capacity in the water and sanitation sector for the eight regions of the target area in order to improve the sustainability of the water and sanitation services in rural areas.
